Pinpointing an opponent's physical weakness is not the only talent a warrior of the Steppes possesses. He can often ascertain what emotional weakness might allow the barbarian to goad an opponent into a fight. A Barbarian taunting an opponent into a blind rage hopes to capitalize on the mistakes enemies may make while so angered. It is this ability that causes Barbarians to have a poor reputation as drinking partners.
Causes normal and minion monsters (with a few exceptions) to stop, advance to melee range and only use their default attack on the caster. Targets may revert to previous AI if prevented from advancing to melee range and attacking.
When target is not selected, one will be sought within 5 1/3 yard radius of cursor and closest eligible target to Barbarian is taunted; if there is none, then closest eligible target to Barbarian within 13 1/3 yard radius of him is taunted, regardless of cursor position. Cursor will need to be moved to taunt another target unless one moves closer to Barbarian.

% Damage has a floor of 10%, so level >43 (-90% or more) is potentially redundant against monsters with no +% Damage from skills or Unique minion bonuses.
% Attack Rating has no floor, so level >48 (-100% or more) is potentially (but not always) redundant.
