Rank of this spell does not affect the proc rate, so save mana by using Rank 1 unless you&amp;#039;re using the Judgement.  Seal of Command crits hit for 200% rather than the typical 150% for magical damage.&lt;br /&gt;

&amp;#039;&amp;#039;I&amp;#039;m pretty sure that only weapon speed is relevant, except perhaps that higher level monsters will more frequently resist Seal of Command which would slightly lower its apparent frequency.  I&amp;#039;m also leaving out my own stats other than to say I am a level 60 Paladin fighting lvl 40-42 monsters.  Note that currently (5/8/2005) a Command proc will hide the message for the normal hit that caused it in the Combat Log.&amp;#039;&amp;#039;&lt;br /&gt;
*&amp;#039;&amp;#039;Using a 1.6 second one-handed weapon, I recorded 1356 hits.  Of those, 179 proc&amp;#039;d Command.  That&amp;#039;s a 13% [[Glossary#Procs per hit|procs per hit]] rate.  It&amp;#039;s also a 4.95 [[Glossary#Procs per minute|procs per minute]] rate.&amp;#039;&amp;#039;&lt;br /&gt;

==Seal of Justice==&lt;br /&gt;
Fills the Paladin with the spirit of justice for 30 sec, giving each melee attack a chance to stun for 2 sec. Unleashing this Seal&amp;#039;s energy will judge an enemy for 30 sec, preventing them from fleeing.  &lt;br /&gt;
&lt;br /&gt;
This Seal can be obtained at level 22 for 40 Silver.&lt;br /&gt;
&lt;br /&gt;
Through testing, the rate of proc is known to be &amp;#039;&amp;#039;&amp;#039;7 procs per minute&amp;#039;&amp;#039;&amp;#039;. This can be raised to &amp;#039;&amp;#039;&amp;#039;12 procs per minute&amp;#039;&amp;#039;&amp;#039; with Talents.  Diminishing returns on stuns make this not a very attractive Seal.  However, the Judgement is very useful in instances.&lt;br /&gt;

&amp;#039;&amp;#039;Since the Talent states that Seal of Justice is based on procs per minute, I only tested with my fast 1-handed sword.  I have 4 points into Improved Seal of Justice.  Not a brilliant way to spend points.&amp;#039;&amp;#039;&lt;br /&gt;
*&amp;#039;&amp;#039;Using a 1.6 second one-handed weapon, I recorded 713 hits.  Of those, 209 proc&amp;#039;d Justice (or at least tried).  That&amp;#039;s a 10.99 [[Glossary#Procs per minute|procs per minute]] rate. ==Seal of the Crusader==&lt;br /&gt;
When this Seal is active, the Paladin attacks 40% faster, but deals less damage with each attack.  These two effects balance each other out in DPS.  The faster attacks may be helpful interrupting spellcasters and causing [[Glossary#Proc|proc]]s based on chance per hit.  The main benefit of this seal is the increased attack power.&lt;br /&gt;
